The Measurement of Minimum Cost of Living for Rural Elderly Using Leyden Approach -Focused on the Effect of Age and Family Size-

Abstract
In rural area, elderly households have been growing both in absolute numbers and as the proportion of total population. The growth of the elderly in rural area is expected to continue at a higher rate in the near future. The economic condition of rural area is changing, and most of the changes have not favored the elderly who have, as a result, experienced decrease in real income. Because of aging in rural area and FTA, many of the elderly households have incomes near or below poverty thresholds. There are two groups of the elderly who should be of social concern: the near-poor whose incomes are just high enough to disqualify them for social programs but not high enough to cover the cost of living including medical needs for the elderly, who have an especially high rate of poverty. The objective of this study is to measure the minimum cost of living for rural elderly households, taking family size and types into account. In measuring the minimum cost of living, this study focuses on the cost of living with emotional and subjective issue applying the Leyden approach. The statistical method provides a measure of association, and the findings indicate that family size and types of the rural elderly households were important determinants of the minimum cost of living. Noting the results of this study, the policy formulations should pay special attention to the family size and types. Since the rural elderly households are particularly at risk, public policy makers should be aware of planning for the needs of those elderly who appear to be problem groups and who need to be considered in determining programs and priorities in rural area.
